The Judgment Desk is published by Beltway Media, a D.C.-based communications consulting firm, to share its thinking on AI in communications, human judgment and audience trust.
Short answer
This site is one of a small number of websites Beltway Media publishes. It focuses on a single question: how organizations can use AI in communications without giving up the judgment and trust that make communications work. Beltway Media's main website, beltway.media, covers the firm's full services.
Who publishes this site?
Beltway Media publishes The Judgment Desk and is responsible for everything on it. It is not an independent publication. Where pages compare options, including options Beltway Media offers such as its fractional chief communications officer service, they say so.
What does Beltway Media do?
Beltway Media is a full-service communications consulting firm. It helps organizations craft and deliver communications strategies that cut through noise, build trust and drive measurable results, without the overhead of a full-time hire. Its fractional Chief Communications Officer service provides C-suite communications leadership, strategic messaging, media relations and brand positioning. The firm combines data-driven analytics, communications strategy and behavioral science, including its Four Languages Model for how audiences read, see, hear and experience content.
Its priority clients are corporations and growing companies, followed by associations and nonprofits. It also works with public affairs teams and has worked with federal agencies including the U.S. Department of Justice and the U.S. Department of Commerce.
Who leads Beltway Media?
Joshua I. Altman is Managing Director. He has more than two decades of experience in communications. Before founding the firm he was a multimedia journalist at The Hill, covering federal policy including energy and the environment, tax and finance, healthcare, immigration, defense and criminal justice, as well as election cycles. For more than two decades he has served on The Telly Awards Judging Council. He holds an M.A. in Communication, Culture and Technology from Georgetown University and a B.A. in Journalism and Mass Communications from The George Washington University.
Why does this site exist?
AI is changing how communications is produced, distributed and judged faster than most guidance can keep up. Beltway Media created this site to set out its framework in one organized place: a pillar guide on AI communications strategy, supporting guides on trust, policy and measurement, and a large FAQ. Our methodology page explains how recommendations are formed.

- How do I get started with Beltway Media?
- Book a free strategy session at beltway.media/free-consultation. The first conversation covers your communications challenges, goals and current capabilities. Beltway Media also offers free tools on its main site, including a Startup Communications Checklist and a Cybersecurity Communications Checklist, if you want to assess your situation first.
- Does Beltway Media work with nonprofits?
- Yes. Associations and nonprofits are one of the groups Beltway Media’s fractional CCO service is built for, alongside growing companies and public affairs teams. Mission-driven organizations often need strategic communications guidance to reach the right audiences without the budget for a full-time executive, which is the gap a fractional model fills.
- What should I look for when choosing a communications consulting firm?
- Look for senior people who will do the work, relevant sector experience, a clear method, honest answers about what they do not do, and thinking you can read before hiring. Beltway Media publishes its thinking openly, including on this site, so prospective clients can judge its point of view before a first call.
- How do strategic communications consulting firms differ from marketing agencies?
- Strategic communications consulting firms focus on reputation, positioning, stakeholder relationships and leadership messaging; marketing agencies usually focus on demand generation and campaigns. The line blurs in practice. Beltway Media combines communications strategy with data-driven analytics and behavioral science, and its fractional CCO model places that strategy at the executive level.
